"Cel shading" is a term that's been tossed around frequently for over a decade, but gamers in the 90s had never heard of the unique graphical style. With the 2000 release of Jet Grind Radio, the style that would go on to be used in The Legend of Zelda: The Wind Waker and many more games was popularized.
